Bruce Babcock is the past chair of Jones Waldo’s Business Department and is the practice group leader for the Tax, Executive Compensation and Employee Benefits, and the Nonprofit and Tax-Exempt Organization Practice Groups. Bruce is also a member of the Emerging Companies Practice Group. He has more than 28 years of experience in tax planning for corporations, limited liability companies, partnerships and individuals in a wide variety of transactions, including mergers and acquisitions. Bruce also advises taxpayers and qualified intermediaries with respect to tax-free exchanges of real and personal property. He has partnered with clients to form non-profit corporations and successfully qualified them with the IRS as tax-exempt organizations. Bruce has also represented taxpayers before the IRS (including private letter ruling requests, audits and appeals conferences), Utah State Tax Commission (including audits, advisory opinions and formal and informal hearings), United States Tax Court and United States Court of Federal Claims.

Bruce has extensive experience in designing, implementing and administering qualified and non-qualified retirement plans. He is experienced in executive compensation issues, including deferred compensation plans. He has drafted and assisted with the administration of medical, disability, cafeteria and other welfare benefit plans subject to ERISA. Bruce has represented plans and plan administrators before the IRS, Department of Labor and Pension Benefit Guaranty Corporation with respect to determination letter requests, private letter rulings, audits and funding deficiency waivers.

Bruce acts as tax counsel to the Utah Housing Corporation and its low income housing tax credit program. He speaks frequently at continuing legal education programs. Active in community affairs, Bruce is the Secretary/Treasurer of the Utah Partnership for Education, Inc., a nonprofit cooperative effort on the part of business, education and government to promote public and higher education in the State of Utah. Bruce was listed in "The Best Lawyers in America" 2003-2011 editions for Employee Benefits Law and 2010-2011 editions for Tax Law.

Born and raised in Southern California, Bruce received his B.S. degree, magna cum laude, in Accounting, and his J.D. degree, cum laude, from Brigham Young University and his LL.M. degree in taxation from New York University. While at BYU, he was a Note and Comment Editor for the Brigham Young University Law Review. Bruce is a member of the Utah State Bar’s Tax Section, a member of the Ohio State Bar (inactive), and is admitted to practice before the United States Tax Court.
